Q1. Must a VASP provide ETAS?

Yes. Both Tier-I and Tier-II VASPs must provide ETAS in accordance with the applicable Practice Guidelines and Terms and Conditions. Where appropriate, a Tier-II VASP must also offer ETAS to the public and maintain at least one service counter accessible to the public.

Q2. May a Tier-II VASP change the number or details of its ETAS service counter(s)?

Yes. However, it must continue to maintain at least one service counter accessible to the public and comply with the business plan and undertakings submitted to and accepted by the Commissioner for the purpose of obtaining or maintaining its approval.

C&ED must be notified of any change in the number, location or other details of the service counters, or to the enquiry hotline, as soon as reasonably practicable and in any event within 30 calendar days after the change takes effect. C&ED may reassess whether the VASP remains fit and proper to provide VASes, and the outcome may affect its approval.
