Trade Single Window (TSW) Phase 3 services cover:
- Import and Export Declarations (TDECs);
- cargo information required for different modes of transport, including Advance Cargo Information (ACI), cargo manifests and cargo reports; and
- applications for Certificates of Origin (COs) and Dutiable Commodities Permits (DCPs).
The first batch of TSW Phase 3 services was launched in May 2026, allowing the trade to submit electronic road ACI. The remaining services are planned for launch in batches from mid-2027. They will replace the Government Electronic Trading Services (GETS) and the Customs and Excise Department’s existing air and sea cargo clearance systems, namely the Air Cargo Clearance System (ACCS) and Sea Cargo Support System (SCSS), for submission of the other trade documents and cargo information covered by Phase 3.
Transitional Arrangements
Transitional arrangements will apply to TDECs, cargo manifests (other than road cargo manifests) and CO applications currently submitted through GETS. From the launch of the relevant TSW services until the end of 2027, the trade may submit these documents through either TSW or GETS. Thereafter, they must be submitted through TSW.
There will be no transitional arrangement for DCP applications currently made through GETS. Once the relevant Phase 3 service is launched, DCP applications must be made through TSW.
Electronic Road Cargo Manifest
Once the electronic road cargo manifest service is launched, the trade may submit road cargo manifests electronically through TSW or continue to submit them on paper.
